Guide · Bali
Which Indonesian visa lets a foreign investor or property owner live in Bali, and what does each one require?
Short answer
The Directorate General of Immigration lists investor visas (the E28 family), which tie the stay to shares in or the founding of an Indonesian company, and second home visas (the E33 family), which need no sponsor but require a guarantee such as USD 130,000 in a state-owned bank. Each leads to a limited stay permit (ITAS) of 1 to 10 years depending on the visa, with a government fee published on the immigration website.

How stay visas work
The visas below are limited stay visas (VITAS). The Directorate General of Immigration describes the VITAS as the route to a limited stay permit (ITAS) and its card, the KITAS. On its current visa pages it says the ITAS and the re-entry permit are issued on arrival when the holder is admitted at the border. Applications are made on the official e-visa system, evisa.imigrasi.go.id, and each visa must be used within 90 days of issue.
Owning a house does not by itself give a right to stay. It works the other way round: a foreigner who may own a house in Indonesia is one who holds immigration documents in line with the law (PP 18/2021 Article 69(1)). See can a foreigner own land in Bali?.
The main options for investors and owners
All figures are from the immigration pages, read 2026-10-22. The PNBP is the government fee and excludes any agent’s charge.
| Visa | Who it is for | Main requirement | Stay | PNBP |
|---|---|---|---|---|
| E28A investor | A shareholder in an Indonesian company, which sponsors the visa | Shares worth at least IDR 10,000,000,000 in the sponsoring company | 1 or 2 years, extendable | IDR 7,000,000 (1 year), IDR 9,500,000 (2 years) |
| E28B investor founding a company (golden visa) | An individual investor who will found a company in Indonesia; no sponsor | Commitment to found a company with issued capital or investment of at least USD 2,500,000 (5 years) or USD 5,000,000 (10 years), met within 90 days of entry | 5 or 10 years | IDR 13,000,000 (5 years), IDR 19,500,000 (10 years) |
| E33 second home | A foreigner who wants to live in Indonesia; no sponsor | A guarantee within 90 days: at least USD 130,000 in an own account at a state-owned bank, or an apartment (rumah susun) in Indonesia worth at least USD 1,000,000 | Up to 5 years, extendable to a total of 10 | IDR 13,000,000 |
| E33E second home, aged 55 or over | A foreigner aged 55 or over; no sponsor | At least USD 50,000 in an own account at a state-owned bank, and income or pension of at least USD 3,000 a month | Up to 5 years, extendable to a total of 10 | IDR 13,000,000 |
Two details that catch people out:
- The E33 property option is an apartment. The page names a rumah susun or apartment worth at least USD 1,000,000, not a landed villa.
- The E28A is tied to the company. If the shareholding is below IDR 10,000,000,000 and the person also holds a director’s or commissioner’s post, the page says to apply for the work visa that matches that post instead.
For someone employed by a company outside Indonesia, the immigration list also includes a remote worker visa (E33G), which requires income of at least USD 60,000 a year and an employment contract with a foreign company, for a stay of 1 year.
What each visa allows
- E28A and E28B: investing, business activities, founding a company, and sitting on the board of directors or commissioners of the company the foreigner has invested in; bringing family; leaving and re-entering while the re-entry permit is valid.
- E33 and E33E: tourism, buying goods and visiting family and friends; working or studying only after reporting a dual activity to the immigration office that issued the permit; bringing family.
On every page, the immigration office states that a holder may not stay beyond the permit or do work that does not fit it.
Before you apply
- Check the visa page on the day you apply: fees, thresholds and codes change, and the pages list the regulations they rest on.
- Ask whether you need a sponsor, and if an agent or its company will act as one, what happens if that relationship ends.
- Keep the guarantee in place. The E33 page says the guarantee must be kept at least at the committed value for as long as the permit is valid.
Firms that handle applications: visa and residency agents. For the company behind an investor visa: company setup and PT PMA for property investors.
