Before you hire: buying guide for pool builders in Bali

Firms that design and build pools and water features. Indonesia's business classification treats pool building as construction work, and every business that carries out construction services must hold a business certificate (SBU).

This is information, not legal advice. Rules are cited with the date we read them.

What they do here

A pool builder designs and builds the pool shell and its equipment: excavation, the concrete or other structure, waterproofing, tiling or other finish, and the filtration and circulation system. Some build only to an architect’s drawings; others offer design and build. Some also maintain pools after handover.

Indonesia’s standard business classification (KBLI 2020) treats this as construction. Group 42918, civil construction of sports facilities, names swimming pools among the works it covers, and subclass 4390, other specialised construction, lists outdoor swimming pool construction. Pool cleaning and maintenance is classified separately, under subclass 8129 (other building and industrial cleaning), not as construction.

Every business entity that carries out construction services must hold a business certificate, the Sertifikat Badan Usaha or SBU, issued through certification and registration by the central government (UU 2/2017 Article 30, as amended by UU 6/2023). Every construction worker must hold a work competence certificate, the SKK (UU 2/2017 Article 70(1)).

A pool is usually built as part of a larger project, so read this with the builders page and how to hire a builder in Bali.

What a quote should include

Questions to put to every pool builder, so quotes can be compared:

  • The drawings and specification the price is based on: size, depth, shape, structure, waterproofing method and finish.
  • The equipment included (pump, filter, any heating, lighting or water treatment), by make and model, and who supplies the warranty on each.
  • What is excluded: excavation of rock, removal of spoil, decking, fencing, electrical supply to the pump room, water to fill the pool.
  • Whether the price is per unit of work or a lump sum, and the time limit for completion. A construction contract must state the scope, value, unit prices or lump sum and the time limit (UU 2/2017 Article 47(1)(b)).
  • The maintenance period after handover, which the contract must state (Article 47(1)(c)), and what the builder will repair in it.
  • How and when you pay. The contract must set out the payment method (Article 47(1)(f)).
  • Who coordinates with the main builder where the pool sits on a structure or next to the foundations.

Permits and registrations to ask for

  • SBU number, then look the company up yourself in the LPJK business search (lpjk.pu.go.id). Check that the company name matches the one on the quote.
  • SKK certificates of the site supervisor and key staff (UU 2/2017 Article 70).
  • NIB (business identification number), searchable on OSS.
  • The contract language. A construction contract is made in Indonesian; with a foreign party it must be made in Indonesian and English, and the Indonesian text is used if there is a dispute (UU 2/2017 Article 50).
  • Your building’s PBG. Ask your architect or permit agent whether the pool is shown in the drawings submitted for the building approval. See building permits: PBG and SLF.

Warning signs

  • The firm cannot give an SBU number, or the company name on the contract differs from the one in the LPJK search.
  • No written contract, or a contract without a maintenance period, a payment method or a clause on building failure (UU 2/2017 Article 47(1)).
  • Equipment described only as “pump and filter” with no make, model or warranty.
  • Payments that run ahead of work you can see on site.
  • A contract offered in one language only when you are a foreign party (Article 50(2)).
