Do the firms that build my pool, garden and interiors in Bali need the same construction certificate as the main builder?
Short answer
Indonesian law requires every business entity that carries out construction services to hold a business certificate (SBU), and the national business classification (KBLI 2020) places pool building, garden construction and finishing work such as flooring, wall and ceiling finishes, painting and interior decoration under construction. Interior design and garden maintenance are classified as services outside construction, so ask each firm which work it will actually do and check its SBU on the LPJK website where that work is construction.

The rule
Every business entity (badan usaha) that carries out construction services must hold a business certificate, the Sertifikat Badan Usaha or SBU, issued through certification and registration by the central government (UU 2/2017 Article 30, as amended by UU 6/2023). Every construction worker must hold a work competence certificate (SKK) (UU 2/2017 Article 70(1)), and the owner and the contractor must both employ certified construction workers (Article 70(2)).
Construction work covers all or part of building, operating, maintaining, demolishing and rebuilding a building (Article 1 point 3). The rule is not limited to the main builder.
Which fit-out work is classed as construction
The national business classification, KBLI 2020, is the code list used to register businesses. These are the codes that cover typical fit-out work on a villa, with the category KBLI puts them in:
| Work | KBLI 2020 | Category |
|---|---|---|
| Swimming pools | 42918, civil construction of sports facilities, names swimming pools; 4390, other specialised construction, lists outdoor pools | F, Construction |
| Glass, aluminium, doors and windows | 43301 | F, Construction |
| Floors, walls, sanitary fittings and ceilings | 43302 | F, Construction |
| Painting | 43303 | F, Construction |
| Interior decoration | 43304 | F, Construction |
| Exterior decoration, including garden construction | 43305 | F, Construction |
| Interior design consultancy | 74120 | M, Professional services |
| Garden care and maintenance | 81300 | N, Support services |
| Pool cleaning and maintenance | 8129 | N, Support services |
So a firm that only designs an interior, or only looks after a garden or pool, is classified outside construction. A firm that builds the pool, lays the stone or fits out the rooms is doing work KBLI classes as construction.
What to ask each firm
- Which parts of the work will you carry out yourselves, and which will you design only?
- What is your SBU number, and for which subclassification? Then check it in the LPJK business search (lpjk.pu.go.id) under the same company name as the quote.
- Who on site holds an SKK certificate?
- If the main builder subcontracts this work, the rules on construction contracts apply between the contractor and its subcontractor too (UU 2/2017 Article 49). Ask the main builder who the subcontractor is.
Who does this work
- Pool builders
- Landscapers
- Interior designers
- Builders and contractors, who often take on fit-out or subcontract it.
