Before you hire: buying guide for project managers in Bali

The owner's representative on site: schedule, quality, payments and reporting, often for owners who live abroad. Indonesian rules expect construction supervision or management at every stage of a build.

This is information, not legal advice. Rules are cited with the date we read them.

What they do here

A project manager works for the owner, not the builder: checking that work matches the approved drawings, that stages are complete before they are paid, and that the schedule holds. For owners who are not in Bali, they are often the only independent eyes on site.

PP 16/2021 builds this role into the process. A construction supervision or construction management provider oversees each stage of the works (Article 59(8)), notifies the regional government through SIMBG at the start and end of each stage (Article 59(9) and (10)), and the builder may not continue until the regency or city has inspected the stage and allowed work to go on (Article 59(11)). Work starts only once the preparation documents are approved by the supervisor or construction manager (Article 59(6)).

What a quote should include

  • Scope: site visits (how often), stage sign-offs, payment certification, quality checks, photo and written reports, handling the SIMBG stage notifications.
  • Whether they review the builder’s contract and quote before you sign.
  • Fee basis (monthly, fixed, or a percentage of build cost), as the firm states it.
  • Who on their team visits site, and their qualifications.
  • How they report to you: frequency, format, language.
  • A statement of any commercial link to the builder, architect or seller.

Permits and registrations to ask for

  • SBU. Construction supervision and construction management are construction consultancy services, and every business carrying out construction services needs a business certificate (UU 2/2017 Articles 1 and 30(1)). Check the company in the LPJK business search (lpjk.pu.go.id).
  • SKK of the person who will be on your site, checkable in the LPJK worker search (lpjk.pu.go.id).
  • Independence. Ask in writing whether the firm is paid by, owned by or related to the builder.

Warning signs

  • The project manager is supplied or paid by the builder.
  • Reports are photos only, with no record of what was checked against the drawings.
  • Payment requests are approved without a stage inspection.
  • No one is named to handle the stage notifications and inspections that PP 16/2021 Article 59 requires.

Typical timings

We have no published sample yet. The project manager’s work runs from the builder’s appointment to handover and the SLF; ask for their stage-by-stage plan against the builder’s programme.
